After arriving on Earth, an alien race is forced to live in slum-like conditions in a South African internment camp. Their reasons for arriving on our planet are unknown and they are treated with great suspicion - not least by the local authorities. However, the extra-terrestrials find an unlikely kindred spirit in a government agent after he is is exposed to their biotechnology and starts to develop some decidedly non-human skills.
